My repatriation to Guinea-Bissau in 2018 and all the activities I had to perform here made me realize how dysfunctional the country was, but also how "simple" its problems are to solve.

My coming here has always been motivated in a (big) corner of my head and my heart by the desire to change the system. Unfortunately, changing it first means infiltrating it into everything that we institutionally refute.
This article is a shortened addition to the full document found here. I want to express in a few minutes what I imagine doing with the 5 years of mandate that the people would give me.
Of the few rules of democracy of which I am aware today, I will not be able to install all of my government with people that I will have chosen. I will therefore copy His Majesty Haile Selassie with a first decree obliging the members of the Government to take their full responsibility, report to the people and follow the five-year plan (which you will read just after).
Selected excerpts from the speech of April 14, 1961:Responsibility on your shoulders. You all realize that it is necessary to have a sufficient number of men who would bravely and honestly accept responsibility and act under it, and without counting the cost, discharge their duties towards the [Ethiopian] nation ]. [...] And so our ministers came to us with their problems and their questions. We have always said, "But the power was given to you to do it yourself." Often our words have gone unheeded. The responsibility was discharged, the decisions were avoided and pushed back on us. As a result, some programs remained unimplemented and other issues of major importance were left unanswered. The government has been overwhelmed and bogged down in details. [... ] This power shall not be abused for selfish ends and for personal ends when it has been given as a sacred trust to be exercised for the benefit of the [Ethiopian] people and nation. From now on, you will work in your ministries and departments and administer your own programs there. Each year, in accordance with the Constitution and within the broad framework of the five-year plan which has been adopted, you will prepare your programs for the next twelve months. When the program has been approved by our Council of Ministers and by us, you will work in accordance with it. If you plan and execute it well, you will be praised. If you prove unable or incompetent, you will be removed and replaced by another. If major political questions arise, we are always there. If you are having difficulty, we have appointed our Prime Minister to help you. Its main function is to coordinate the work between departments and to see that the execution of government programs is facilitated. If questions of policy arise, he too is in charge of bringing them to us. If any changes to the assignments given to you are required, these will be forthcoming.

Local leaders throughout the territory will have to organize public meetings in order to list and budget the debts of the state towards the civil servants of their sectors and the urgent needs expressed by the rest of the people.

The pool of active people will make it possible to hire and train as many people as possible in the rest of the census process.
c) Families / age groups / genealogy / sociology
On the national territory and in the diaspora.
For the Social Security database.
Genealogical / genetic research services of filiation and ethnic origin (diaspora).
d) Vulnerable people
100% coverage of medical expenses for this category of person who should receive priority care, equipment and family support from the state.

Become aware of the share of uncontrolled construction in the urbanized landscape.
How to bring unserviced constructions (Slums) to become so and anticipate the needs for displacement of the poorest populations?
In the long term, it will be a question of carrying out an urban plan which will level the precarious dwellings and will allow the domiciliation.
Built / Natural
Share of forests, mangroves, etc… and lay the foundations for an accurate and real-time knowledge of the territory and the impacts of industries / climate change.
Arable land / Unbuildable / Floodable
Know the quality and composition of soils to prepare future agriculture and mining plans.
2) Focus on emergencies
a) Finding money to pay people's debts
Doctors
Teachers
Law enforcement and military
b) Finding the money to re-equip the institutions
Administrations
Hospitals and health centers
Rehabilitation of existing schools
Police and judicial equipment
Finding this money will require a reduction in the benefits of senior civil servants, including the head of state, analyzing the usefulness and fairness of the taxes already in place, reorganizing and digitizing their collection. In addition to introspection, it will be necessary to look "outside" where we can recover this money. I am thinking of mining for example.
3) Preparing for change
With the results of the census we will know exactly the needs:
In schools / education
In health facilities
In energy
By means of transport
Diaspora: Know-how and financial power
And prepare the citizens trained / to be trained who will participate in the reconstruction of the first 4 urgent pillars:
Decolonized education
Afro-centrism, benevolence and non-violent education
Safeguarding cultures and languages
Comprehensive and accessible health system
All vulnerable people 100% covered (treatment and means of subsistence)
Medical staff in the villages
Health facilities within X kilometers (transportation system)
De-Westernization of scientific research and integration of traditional knowledge
Bring water and energy (as clean as possible) to everyone
Based on the specificities of urban planning and climate, with the greatest possible autonomy and the smallest possible impact on the environment.
The obligation to install gutters on the roofs and promote the recovery of rainwater.
In the long term (re)create the sewage and wastewater treatment system.
Develop the transport system
Considering the climatic specificities (heavy rains, temperature), find local, sustainable and collective solutions for roads and transport networks.
